21st Annual Training Conference and Business Meeting

The Pennsylvania Narcotic Officers' Association will host a three (3) day seminar at the Holiday Inn East in cooperation with the U.S. Attorney's Offices from the Middle, Eastern and Western Districts of Pennsylvania, MAGLOCLEN and the Northeast Counterdrug Training Center (NCTC). |
- Date -
- The conference will begin at 12:00 PM on Wednesday, March 24, 2010 and concludes at 12:00 PM on Friday, March 26, 2010. Registration will be conducted on Wednesday from 9:00 AM to 12:00 PM.
- Registration Fee -
- Fifty dollars ($50.00) covers the cost of the conference incidentals. Please mail the registration to the following address:

Registrations must be received no later than Monday, March 15th, 2010. Business casual dress and pre-registration are required for this conference. No registrations will be accepted at the door without prior approval. Department ID will be required at time of registration. Conference activities are limited to conference attendees only.

- Lodging -
- Lodging is available at the Holiday Inn East. A package plan has been arranged which includes two (2) nights lodging, two (2) buffet breakfasts, a dinner voucher for for Wednesday night ( in the hotel restaurant ), and and a dinner on Thursday, March 25th, 2010. The cost of the package is $206.00 per person based on double occupancy and $298.00 based on single occupancy. All hotel reservations must be made on a
Holiday Inn Reservation Form ( Microsoft Excel Spreadsheet ).

Undercover Tactics & Informant Handling
Mike Levine - D.E.A. (Retired)
Author of the Book: Deep Cover
Mr. Levine is one of the most decorated supervisory agents in the history of the D.E.A. He is the co-author of the NY Times Best Seller Deep Cover and served as a media law enforcement consultant for 60 Minutes, Frontline and other national media outlets. Mr. Levine will relate his experiences as an Undercover Officer in high profile international investigations and will instruct on the pitfall and dangers of the improper use of informants.

CONDUCTING COMPLETE TRAFFIC STOPS
Sgt. Mike Connor - Maryland State Police
This training session examines the relationship between motor vehicle law enforcement and the detection of criminal activity. Students will learn techniques and skills to employ during roadside stops and interviews. Officer safety is stressed. Indicators and identification of concealed compartments are emphasized as well as indicators of other criminal activities. Consent to search and other legal considerations are covered.

INTERVIEW AND INTERROGATION
Gary Aschenbach - Det. Sgt. Maryland State Police (Retired)
This 4-hour training is designed to introduce officers to incorporating and identifying non-verbal kinetics (body language) techniques, identifying grammatical clues to lies and truth and analyzing verbal behavior and evasive verbal responses during interview and interrogation.

ROLE OF THE UNDERCOVER
Det. Lou Savelli - New York Police Dept. (Retired)
This training session introduces new and experienced undercover officers to skills, knowledge and techniques necessary to conduct safe and efficient undercover operations. It enables officers to understand the roles and responsibilities of other team members. The training stresses how to conduct every undercover operation safely and efficiently.

TECHNOLOGIES AGAINST POLICE
Jim Dill - Supervisory Narcotic Agent PAOAG (Retired)
This is a unique and eye opening course for those Officers not assigned to technical units that want to learn more about a variety of technologies. Some of the topics will cover decoding blocked caller ID, caller ID spoofing, steganography and ways for Officers to protect their cell phones, computers and storage media from revealing important data about them. All instruction promises to be done on a level that all Officers will understand and benefit from.

This course will cover case preparation and strategies needed by Police Officers to succeed in the courtroom.

DRUG FIELD TESTING CERTIFICATION
Agent Jeffrey Aster - Office of Attorney General - BNI
Officers will be certified in drug field testing. A separate certificate will be issued for this training segment.
